The most recent revision, which took effect from 1 January 2026, followed a comprehensive review by the Civil Justice Council, supported by new data drawn from court users, practitioners, firms, and national cost indicators such as the service producer price index. These indicators demonstrated rising operational costs across the legal sector, forming the evidential basis for the decision that hourly rates have increased in line with inflation and modern practice needs.

The 2025 rates were approved by the Master of the Rolls, Sir Geoffrey Vos, who has continued to modernise the civil justice system and ensure that practitioners, including solicitors, costs specialists, and legal executives, can rely on an up-to-date and transparent framework. The GHR exist not only to support proportionality in litigation but also to promote consistency across regional courts.

Both Hampshire and the Isle of Wight fall within National Band 1, a category applied to areas with higher-than-average legal market activity, broader commercial demand, and more substantial practice overheads than rural Band 2 locations. This level of professional activity contributes to the alignment with National Band 1.
